Upgrade a Level 2 Provisional License on myNCDMV

North Carolina now makes it easier for teens to move from a Level 2 to a Level 3 Limited Provisional License. Upgrading on myNCDMV is a simple two-step process completed first by a parent or guardian and then by the teen.

Step 1: Parent or Guardian Provides Consent

A parent or guardian must begin the process by completing the following steps:

  • Log in to myNCDMV
  • Enter their personal information
  • Provide consent for their teen to advance from Level 2 to Level 3

Once this step is complete, the teen driver will receive an email letting them know that the first part of the process has been finished.

Step 2: Teen Completes the Upgrade

After receiving the email notification, the teen driver will:

  • Log in to myNCDMV
  • Enter their personal information
  • Submit their payment to complete the upgrade

After this step is complete, the teen driver will receive a temporary driving certificate to use until their new Level 3 Limited Provisional License arrives by mail.
